Philippines to consider OV-10 replacement

The Philippines has a requirement for a single-engined light attack turboprop as it considers replacing its Rockwell OV-10 Broncos.

The new aircraft will need to match the specifications of the OV-10 in terms of weapons, powerplant, and observation efficiency, says the Philippine air force. It will also need short take-off and landing capability.

An air force team has been drafting an outline for the requirement, which will at some point be submitted to the Philippines' defence department. The air force says, however, that the budget could be an issue.

Possible candidates could include the Embraer EMB-314 Super Tucano, Korea Aerospace Industries KT-1 and Beechcraft T-6 Texan II.

In November 2010, neighbouring Indonesia ordered eight Super Tucanos to replace its OV-10s. This was Embraer's first Asian sale for the type, although the deal has still to be approved by Indonesia's defence ministry.

As an interim measure, the Philippines is in talks with Thailand about a donation of Thai OV-10s. Philippines armed forces chief staff Gen Ricardo David Jr was recently in Thailand, with the possible OV-10 exchange raised as a "point of discussion", says the air force.

The Philippines is not sure how many aircraft Thailand is willing to offer, however.

The OV-10 is an important type for the Philippines' air force, which, like Indonesia, uses the aircraft in the counter insurgency mission. The Philippines is afflicted by a number of low-intensity conflicts, particularly on the southern island of Mindanao, where Islamic militants are active.

"The OV-10 is a good platform," says the air force. "It delivers a multiplicity of munitions and is a good observation platform." It adds that at present only eight OV-10s are operational.

In addition, the Philippines could also buy Malaysia's surplus early-model Pilatus PC-7 primary trainers as Kuala Lumpur may purchase 12 additional PC-7 Mk IIs.

Philippines to receive eight Sokols, looks to upgrade MD 520s

AgustaWestland subsidiary PZL Swidnik will deliver four W-3A Sokol transport helicopters to the Philippines by November this year, with another four in the second quarter of 2012.

The eight aircraft were purchased under a Ps2.8 billion ($64.4 million) deal. The Philippine air force says the Sokols will be used in the combat utility role, working closely with the nation's fleet of Bell UH-1 Hueys.

The Sokols will be tied in with the UH-1s and will "probably take over some of their roles", said the air force.

PZL Swidnik says the W-3A is a 6t twin-engined helicopter capable of carrying up to two pilots and 12 passengers.

The air force is also contemplating major avionics upgrades to its MD 520 light attack helicopters. It is particularly interested in configuring the MD 520s for night operations. It also plans to review a broad range of key systems including the helicopters' engines.

The Sokol purchase is significant as it represents the Philippines' first purchase of non-US helicopters. The Philippines has flown the Huey since the 1970s, and its air force has an active fleet of more than 80 UH-1H/Vs.

Earlier this year, the Philippine air force received five used UH-1s under a deal facilitated by the US Army Security Assistance Command.

Armed trainers to help Philippines rebuild fighter capability

The Philippines plans to acquire six advanced jet trainers that can also serve in the air-to-air and ground attack roles.

Defence secretary Voltaire Gazmin outlined the requirement during a press conference with local journalists on the occasion of the Philippine air force's 64th anniversary. He said the Korea Aerospace Industries/Lockheed Martin T/A-50 Golden Eagle and Alenia Aermacchi M-346 were possible candidates.

Gazmin said the new aircraft would likely become operational within the next six years, and estimated their cost at one billion Philippine pesos ($23 million) each.

Separately, the air force said the six trainers will need a ground attack and basic air-interception capability. The service sees the new fleet as a stepping stone to its long-term goal of acquiring more advanced fighters.

"You can't build a fighter capability overnight," the air force said.

The air force confirmed that its chief visited South Korea earlier this year, and received a briefing on the T/A-50 (T-50 trainer pictured below) from KAI and the South Korean air force.

Manila retired its last fighters, Northrop F-5s, in 2005. Today its air force is largely equipped with turboprop aircraft and helicopters. It is well suited to combating insurgencies on the nation's southern island of Mindanao, but is incapable of more advanced missions, such as air-to-air interception or the suppression of enemy air defences.

The Philippine air force has long desired more advanced aircraft types, but securing funding for new equipment has been a major problem. Regional geopolitical trends, however, could spur the country's lawmakers to place a higher priority on improving air force and naval capabilities.

Philippine media reports have highlighted the nation's relative weakness in light of China's growing assertiveness in the South China Sea's Spratly Islands, where both nations have territorial claims. Other nations with claims include Brunei, Indonesia, Malaysia, Taiwan and Vietnam.

During May there was extensive coverage in local media of an aerial incident over a portion of the Spratlys claimed by Manila. Two patrolling Rockwell OV-10 Broncos reportedly spotted two unidentified jet fighters. The jets, which Manila strongly suspects were Chinese, were far overhead, and the 1960s-era Bronco turboprops were unable to pursue or intercept them.

MANILA, (PNA) – The Philippine Air Force (PAF) is already scouting for at least two Mig-29 Fulcrum Fighter Jets or F-18 Hornets while the Philippine Navy (PN) is window shopping for state-of-the-art frigates as part of the modernization program of the Armed Forces of the Philippines (AFP), an AFP official said Monday.

The Mikoyan MiG-29 (Fulcrum) is a fourth-generation jet fighter aircraft designed in the Soviet Union for an air superiority role.

Developed in the 1970s by the Mikoyan design bureau, it entered service with the Soviet Air Force in 1983, and remains in use by the Russian Air Force as well as in many other nations.

The McDonnell Douglas (now Boeing) F/A-18 Hornet is a supersonic, all-weather carrier-capable multirole fighter jet, designed to dogfight and attack ground targets (F/A for Fighter/Attack).

AFP Modernization Program Management Office head Brig. Gen. Roy Deveraturda, said PAF and PN is getting the huge chunk with Malacanang increasing AFP's annual modernization budget from P5 billion to P8 billion which includes the intensive training of foot soldiers.

Deveraturda said the acquisition is already up for the next five years priority list of the Aquino Administration. He added the procurement and bidding are also underway for the acquisition of weaponry and logistics.

He also said the military upgrade should not be viewed as preparations for a possible conflict over the disputed Spratly Islands in the West Philippine Sea.

“We just want to provide sovereign presence in our territories,” Deveraturda told reporters.
AFP’s priorities were fighter jets, patrol helicopters with sensors, search-and-rescue helicopters, transport aircraft, and strategic sea-lift vessels, Deveraturda said.

“We plan to acquire a brand-new Hamilton class cutter for our Coast Guard,” he said.

The Spratlys is believed to sit on vast mineral resources and claimed in part or in whole by the Philippines, China, Brunei Darrusalam, Malaysia, Taiwan and Vietnam.

The Philippine government has been vocal about its claims and protecting non-disputed areas within the EEZ based on the United Nations Convention on the Law of the Sea (UNCLOS).
The AFP is looking at expanding a system that started as Coast Watch South, a monitoring system for Mindanao waters.

แต่ 2ลำนี้แค่1คู่บินนับได้ว่าน้อยเกินไปมากๆที่จะมีคุณค่าการใช้งานทั้งด้านยุทธวิธีและทางยุทธศาสตร์ครับ
